1st Class Mail Bulk Rate Mail
First Class Bulk Rate Mail is the fastest class of bulk mail. When designing first class bulk mail, the upper right corner of the mailing piece (where stamps are normally affixed) must have the first class bulk indicia

Preparation for 1st Class Bulk Mail
First Class Bulk Mail requires sorting, bundling and packing according to U.S. Postal Service requirements. An independent contractor through University Mail Services provides this service to the sender at an additional cost. To insure that USPS preparation requirements are met, first class bulk mail is forwarded to this contractor for preparation and the costs are charged back to the sending department. Address labeling and related services are also available through the same contractor at additional cost.

Restrictions for 1st Class Bulk Mail
You must have a MINIMUM of 500 pieces in each mailing. Each piece must be the same size, same weight and identical to the naked eye. All addresses must contain a five-digit zip code.

All first class bulk mail must have a return address identifying the sender as being related to North Carolina State University.

IN ALL CASES, mailings using Permit Number #2353 must be pre-approved by University Mail Services. You must obtain a 4 digit PO #.

In other words, if you are using a different mail vendor and are not sending your bulk mailing through University Mail Services, you still must get permission to use Permit #2353 from Mail Services Assistant

Restrictions on Non-Profit Rate Mail
You must have a MINIMUM of 200 pieces in each mailing. Each piece must be the same size, same weight and identical to the naked eye. You cannot send international mail (including Canada and Mexico) at the Nonprofit Bulk Rate. All addresses must contain a five-digit zip code. All non-profit mail must have a return address identifying the sender as being related to North Carolina State University. You cannot send postcards (5” x 3-1/2” – 6” x 4-1/4”) at the Nonprofit Bulk Rate.

IN ALL CASES, mailings using Permit Number #2353 must be pre-approved by University Mail Services. In other words, if you are using a different mail vendor and are not sending your bulk mailing through University Mail Services, you still must get permission to use Permit #2353.
