Project Description
NC State University seeks a Structural Engineer to provide Structural Repair design services to the Avent Ferry Complex (Student Housing). The building’s exterior walkways show significant deterioration throughout the complex and repairs are needed to preserve the overall condition of the buildings, mitigate the potential for more extensive repairs in the future as well as maintain the safety of those who use the building. Repairs include two exterior stair replacements (Buildings A & B) as well as portions of the concrete walkway. Additionally, Structural column and railing repair and/or replacement at all covered walkways (Buildings A, B, E & F) will be required. Decorative column wraps (EIFS) may be included in the repair/replacement strategies.
Project Scope
The project is funded for advanced planning to begin the design effort. Full funding authority will be required to proceed into the construction document phase.
Project Budget
The project has $400k in AP funding through design development. The total project budget is anticipated to exceed $6,000,000 and will require additional funding authority before proceeding into the construction document phase.

The project is located at located at 2110 Avent Ferry Road Raleigh, NC in the South Campus Precinct.
Pre-Submittal Meeting
A Pre-submittal Meeting will not be held for this project. Questions can be addressed by the project manager.
Design Process
The selected firm will work through Design and Construction along with a building committee that includes user representatives. The process will include the normal involvement of the State Construction Office.
Critical Selection Factors
To offer engineering services in response to this solicitation, the proposer must be licensed in the State of North Carolina. Interested firms can participate in the process by submitting a current SF 330 form and addressing the following in a written proposal. Please note that only electronic copies of the proposal, submitted via email to the project manager, are requested. Most of the criteria listed below can be accommodated in sections A-G of the 330 form. Section H can be used for any additional information. The total submittal, including a letter of interest, is 30 pages. Firms are requested to assure receipt of proposals at the address listed below by 5:00 PM on February 27, 2026
Selection Criteria
- Experience and expertise with similar projects.
- Past performance on similar projects.
- Experience in design projects to be part of an existing campus context.
- Adequate staff and proposed consultant team – qualifications and examples of previous collaborations.
- Historically Underutilized Business representation in the proposed consultant team
- Current workload and State projects awarded.
- Proposed design approach or methodology.
- Recent experience with project cost estimates and schedule adherence.
- Construction administration capabilities.
- Record of successfully completed projects without major legal or technical problems.
- A minimum of three references with current contact information, including a phone number and an email address.
- Other (which may be appropriate to the project)
Designer Selection Process
Following the receipt of proposals, a University Interview Committee, appointed by the Secretary to the University Board of Trustees Building and Property Committee, will shortlist, interview, and make a recommendation of selection to the University Board of Trustees Buildings and Property Committee.
