Designer Advertisement – Campus Sewer Line Replacement / Court of NC

Project Description:

This project addresses aging sanitary sewer infrastructure in the Court of North Carolina.  This project will involve the repair and replacement of deteriorating sanitary piping and will improve reliability and safety of the critical infrastructure within the North Campus Precinct.

Project Scope:

The budget of $700,000 incorporates full design services. This project will not be phased and construction is projected to be completed during the summer of 2027 to avoid interruptions to campus services.

Project Site:

The project is the Court of North Carolina (099z), located in the North Campus Precinct.

Pre-Submittal Meeting:

A Pre-submittal Meeting will not be held for this project.

Project Schedule:

Design will begin immediately with construction targeted for Summer 2027.

Design Process:

The selected firm will work through Design and Construction, Campus Planning and Strategic Investment and the Project Manager along with a building committee that includes user representatives. The process will include normal involvement of the State Construction Office.

Critical Selection Factors:

In order to offer engineering services in response to this solicitation, the proposer must be licensed in the State of North Carolina. Interested firms can participate in the process by submitting a current SF 330 form and addressing the following in a written proposal. Please note that only electronic copies of the proposal, submitted via email to the project manager, are requested. Most of the criteria listed below can be accommodated in sections A-G of the 330 form. Section H can be used for any additional information. The total submittal, including letter of interest, is limited to 26 sheets of paper.  Both sides of the sheet may be used for a total of 52 pages. Firms are requested to assure receipt of proposals at the address listed below by 5:00 PM on May 22nd, 2026.

Criteria

  1. Experience and expertise with similar projects.
  2. Past performance on similar projects.
  3. Experience in design projects to be part of an existing campus context.
  4. Adequate staff and proposed consultant team – qualifications and examples of previous collaborations.
  5. Historically Underutilized Business representation in the proposed consultant team
  6. Current workload and State projects awarded.
  7. Proposed design approach or methodology.
  8. Recent experience with project cost estimates and schedule adherence.
  9. Construction administration capabilities.
  10. Record of successfully completed projects without major legal or technical problems.
  11. A minimum of three references with current contact information, including a phone number and an email address.

Designer Selection Process:

Following the receipt of proposals, a University Interview Committee will shortlist, interview, and will then select a firm for contract award after review and evaluation.

Campus Sewer Line Project: Clarifications

  • Does the $700,000 project budget include funding for surveying or any other incidentals/additional services?
    • The $700,000 total project budget is intended to be inclusive of all professional services, including surveying, testing, and other incidentals required to complete the design and construction phases.
  • If surveying is not needed, does the University have existing survey information available for use?
    • The University maintains various records of campus infrastructure; however, the selected firm will be responsible for verifying the accuracy of any provided data and performing supplemental surveying as necessary to ensure project precision.
  • Does the $700,000 budget support the standard SCO format (SD, DD, CD, CA, and close-out)?
    • The budget accounts for Construction Drawings and Design through Final Close-out (this will not have SD/DD phases and is direct replacement of approximately 4 sewer lines).
  • What is the target length of the sewer replacement, or will the scope be controlled by the bids?
    • While the University has identified priority segments for replacement, the final linear footage will be optimized based on the selected firm’s design recommendations and the prevailing market conditions reflected in the bids.
  • Is it accurate that this is not a City of Raleigh sewer line? Will SCO or the University hold review authority?
    • That is correct; these lines are University-owned and are not under City of Raleigh jurisdiction. As a state-funded project, the State Construction Office (SCO) will serve as the primary review and approval authority.
  • What is the anticipated project schedule? Can construction occur while classes are in session?
    • The University is evaluating the timeline based on critical needs. Summer (2027) construction is preferred to minimize disruption, and the contractor must implement a comprehensive site logistics and safety plan to accommodate active campus life.
