Design and Construction Standards

Introduction

The NC State University Design and Construction Standards are maintained by the Facilities Division to direct the design approach and specifications for all physical facility projects. These Standards are the result of extensive experience in the design, construction, operation, and maintenance of university facilities.

The Standards apply to all projects, including new construction and renovations, and must be followed by all professionals—including Architects, Engineers, Contractors, Vendors, and Commissioning Agents—performing work under an NC State Design & Construction contract.

Scope and Compliance

The Standards establish a baseline of quality based on reliability, serviceability, safety, and life-cycle costs.

  • Code Requirements: These standards do not replace building codes. Professionals must comply with all Federal, State, and Local regulations. If a conflict exists between the Standards and legal codes, the most demanding requirement shall be observed.
  • Integration: These Standards should be used in conjunction with the Physical Master Plan.
  • Quality Assurance: Projects must be designed with durable components to provide maximum life-cycle usefulness while remaining within the established project budget.

Organization of the Standards

The Standards follow the CSI MasterFormat (2014 edition).

Standards vs. Specifications: The Standards serve as the foundation for creating project-specific specifications. While they provide the necessary concepts and procedures, the Professional remains legally liable for the accuracy and completeness of the final bid documents.

Variance Procedure

NC State recognizes that specific project needs may require deviations from the established Standards.

  1. Submission: Any project party may initiate a variance by completing a Request for Variance Form and submitting it to Sally Rau, Director Facilities Information Systems, [email protected].
  2. Review: Applications are reviewed by an ad-hoc committee of subject matter experts and stakeholders.
  3. Determination: The committee will provide a written response. Variances are granted on a case-by-case basis and do not constitute a permanent change to the Standards.

Maintenance and Version Control

The Standards are continuously updated to reflect technological advancements and university priorities.

  • Project Versions: Professionals are responsible for following the version of the Standard that was in effect on the day their contract was signed.
